The PuTTY SSH client for Windows and Unix supports the UTF-8 character set, but under some circumstances it may not be used by default. You can set the default character set with

Window → Translation → Received data assumed to be in which character set → UTF-8,

and save this as the default setting with

Session → Default Settings → Save.
